Augustus’ reign started with a thorny problem. After the Battle of Actium and surrender of the army of Mark Antony and Cleopatra, he controlled the entire Roman empire as well as 50-odd legions. With no rivals, for now, remaining, he needed a solution that would solidify his base of power and not break the bank at the same time. His solution was a system that lasted, surviving in fact longer after his own dynasty died out.
